The launch ceremony of the second national vocational skills
competition series was grandly opened on April 16, 2010. This series of
activities includes five state-level class I competitions¡Xthe third national
vocational school skills competition, 2010 central enterprise emplo
yee skills
competition, the fourth national numerical control skills competition, the sixth
"Zhenxing Cup" national youth vocational skills competition and the second
national printing industry vocational skills competition. The "second national
printing industry vocational skills competition" also kicked into full swing
after the launch ceremony. It consists of competition for the three types of
work¡X"planographic printing", "lithographic platemaking" and "screen printing",
is aimed at further improving the skills of China's printing professionals and
the overall level of China's printing technology and is of great significance
for enhancing the international market competitiveness of China's printing
industry.
By relying on its technologies and leading position in the field of
typesetting and printing, Beijing Founder Electronics Co., Ltd. (hereinafter
referred to as "Founder Electronics") undertook the preliminary of the
¡§lithographic platemaking¡¨ competition. At the early stage, it participated in
the technical expert working meeting that determined training and assessment
materials and technical solutions to the lithographic platemaking competition
and the work of amending the competition technical implementation plan, main
points of proposition, adjudication rules and other technical documents. In
addition, the Founder Electronics will also play an important role in providing
judges, examination software and pre-examination training.
In August 2009, the State Council issued the Plan to Invigorate the Cultural
Industry, which included the printing industry as one of the industries to be
emphatically developed in future. While providing an important historical
opportunity for China's printing industry to change "crises" into
"opportunities", it also puts before the printing industry a new issue, namely
the problem of shortage of talent that cannot be ignored.
Compared to the need for fast development of the printing industry, the
cultivation of personnel with professional skills has become an obvious weak
link. Pearl River Delta, Yangtze River Delta and Bohai Bay are China's three
major printing bases, of which Pearl River Delta faces a huge shortage of
100,000 people with printing skills. Really qualified highly skilled people are
very difficult to find. Some industry insiders analyzed that the main cause
behind the predicament of shortage of talent is "that most employees engaging in
the printing industry have low levels of literacy and haven't received any
formal training, especially there is a serious shortage of junior, intermediate
and senior skilled printing workers. The lack of skilled people already
seriously affects normal development of the industry. "
This is especially the case for lithographic platemaking. Lithographic
platemaking is China's mainstream printing technology. It accounts for more than
60% of the production capacity of the printing industry and represents the
overall level of China's current printing technology. Lithographic platemaking
occupies a vital position in the entire production process and the level of
plate-making directly affects the final printing quality. Therefore, it is very
important to cultivate outstanding lithographic platemaking personnel with
professional skills.
We need to mobilize the forces of all sectors of society to cultivate
talented persons. It is even more incumbent on Founder Electronics as a national

responsibility. As early as 2008, Founder Electronics cooperated with the
Printing Technology Association of China to write the National Occupational
Standard for Lithographic Platemaking, which replaced the original standard for
technical grading of workers to become the only basis for appraisal and
assessment of lithographic plate-making jobs after being officially promulgated
by the Ministry of Human Resources and Social Security, played an important role
in training and identifying China's highly skilled personnel for pre-press
platemaking and became the designated teaching materials for lithographic
printing in this competition.
